x^2 + 12x + y^2 + 4y = -31

(x + 6)^2 - 36 + (y + 2)^2 - 4 = -31

(x + 6)^2 + (y + 2)^2 = 9

Center = (-6, -2), Radius = 3

Center = (-1, -3), Radius = 5

Note that if you have an equation of a circle of the form (x - h)^2 + (y - k)^2 = r^2, then (h, k) is the center and r is the radius of the circle.
