It depends on what causes it. If it is mange, then the squirrel may not live very long. If the hair is lost because of territorial fights, then it may grow back, unless the follicles are damaged. Hair does not grow on scars. Therefore, if the wound is bad enough that it leaves a scar, then hair won't grow back on the scar tissue.
