It is not the same everywhere.
The north star is almost right above the north pole. The axis "points" at it

Latitude only refers to things on the Earth. Do you mean declination? That's a coordinate in the equatorial system. Polaris has about a 90 degree declination. Or do you mean altitude? That's in the alt-az system, and that depends on where you are on the Earth. The altitude of Polaris is equal to your latitude.
