Yes, it is the intensity or a measure of the amount of light energy. In photography it is about equivalent to the how well the human eye sees the light. We have a very large capacity to compensate for dim light and can see pretty well even below one lux where most cameras have problems. The higher the lux the more the camera can close the iris and increase depth of focus or it can also increase shutter speed to allow someone to take a picture with a hand held camera if it doesn't get too low.
