I also assume that when you say that the pump ran dry you mean that the well stopped producing at that pump.There are thousands of producing oil reservoirs on the earth and many of these have hundreds of different pumps extracting oil.Other wells are under sufficient pressure that no pump is needed at all (like the well that blew up in the Gulf of Mexico not long ago).Many active pumps quit producing either because of problems with the well or because the reservoir is depleted to the point where the pump is no longer effective.This can be fixed with a new drilling or with special recovery techniques like injecting water into the reservoir to raise the oil level.So,......

I assume that you are talking about petroleum wells, but I am not sure (there are all kinds of oil pumps in this world). I also assume that when you say that the pump "ran dry" you mean that the well stopped producing at that pump.

Actually, most don't run dry. Conventional oil wells tends to be tapped to about 50% of the well capacity. After that, pressure tends to drop off rather dramatically, making extraction of the remaining 50% far more expensive. The price of oil has only just risen high enough, in recent years, for oil companies to look at new ways of accessing these "dead" wells.
