There's a few reasons. First, it's in a plastic water and over time the plastic may leech chemicals into the water since water eventually solutes the plastic. Another is that since the water is sitting stagnant bacteria is free to multiply as well as any fungus spores or what not that was in the water. When bottled those were very minimal but in a year's time in stagnant water they tend to multiply.

Plastic from the bottles can leach into the water, and any bacteria present may multiply enough to become a health hazard.
