Just to clarify, the graph of a system of parallel lines NEVER has any solutions. So it has no solutions ALWAYS. It's kind of an odd way to phrase the question, but I think the answer would actually be A, since it's asking you when the system has NO solutions (I'm sure that's what Zarn meant.)
