Well I don't know where you got 12% as there's not a 12 at all in that sentence. But 6% of 55061.96 = 3303.72. Which means if he doesn't pay anything for a year, next year he will owe 58365.68.

If he pays 10k off of the 55k, that leaves a balance of 45k, then he'll owe 47700 the next year.

Edit: Nevermind, I saw where it started in 2009! The original balance of 55k x .06 = interest for that year. Now calculate that by another 6% and that's a new balance of 61867.62. Probably slightly less if he pays it before July.

Edit 2: The percents don't double up like that ;) They just do another "6% of the balance" per year. For example: I owe 100$ so at 6% I now owe 106. Another year goes by, I owe another 6%, so that's now 112.36$ If it just doubled, I'd be at 12% of 100$ and that'd be 112$.
