Are you sure your number isn't 47.474747...? THAT would be rounded off to 47.5 (it's closer to that than to 47.4)

Also, I am not sure what you mean by "to the nearest ones place". If you mean "to one decimal place", the answer is surely that 0.474747... should be rounded off as 0.5. If you mean "to the nearest integer", then the answer is 0.

the ones place is the place that is right before the decimal place.
to round, if the number begins with a digit greater than 5, round up. if the digit is less than 5, round down.
the first digit in this number is 4
4<5
0.474747474<0.500000000
the first digit in this number is less than 5, so you round down.

the answer is 0

-
Rounding to the nearest one is zero. since 0.47 is less than 0.5 you round down to zero.

-
0.474747474 rounded to units is 1.0.

-
The 4 in the tenths place is less than 5, so 0.4747 rounds to 0.

-
The 1s column is to the left of the decimal point. Since 0.4747... < 0.5, it rounds down to 0.

-
0

less than 0.500000000000 so it goes down
