For conjuring spirits? Hehe, no, not any more than playing Hungry Hungry Hippos conjures a real hippopotamus in your living room.
But there is a lot of lore about Ouija boards and certainly many spooky stories about them, so for someone who already believes in spirits and demons they are likely to buy into the Ouija silliness and convince others of it as well, just because it supports their beliefs. After playing with the board those believers will probably start interpreting every seemingly mysterious event or misfortune as evidence of spirit or demon activity, and assemble every one of those events into an embellished ghost story to pass around to other believers. And other believers will listen to them without question and pass it on to other believers.
On the other hand, those people who rely on logic and who look for likely explanations will readily realize that the Ouija board works off of a psychological effect (the ideomotor effect). And the pointer seems to "know" what letters to pick because once a few letters are picked the list of words gets very small and so all the players tend to home in on the same word.
But the scientific explanation is certainly no fun, so the popular spooky explanation is the one that gets passed around.
