If the temperature is say 40 degrees Fahrenheit and the wind chill is 30 degrees Fahrenheit will water freeze?

No, the wind chill can't freeze water. The wind chill temperature is only a "feels like" approximation. It has nothing to do with the laws of thermodynamics. Furthermore, it is only valid for something that generates its own heat like, the human body or ... a car engine. Here is an example:

I own and fly often a tiny aircraft with an air-cooled engine. When I run it at idle on the ground, the cylinder temperature is higher than when I fly at full throttle in the air. Why is that? Well, the air moving under the cowling to cool down the engine is moving much faster when I fly than when I taxi on the ground.

Hence the "wind chill" effet to remove faster heat when it is windy. But, to work, the temperature of the object has to be higher than that of the air. Which is not the case for the the wind over the water, unless, of course, if the water is warmer than the air. But, in any case, it won't be able to cool down the water below that of the air.

The wind chill temperature depends upon the true temperature and the wind speed.
