There are all manner of optical illusions that take advantage of this effect, you can easily find them with a Google search. Nothing at all paranormal about it, but maybe you posted here by mistake.........
This is a question for the Medicine or Biology forums, not Paranormal Phenomena. In short, it happens because our retinas aren't digital devices, but are organic and analog, so they don't turn on and off like a light. Actually lights aren't a very good analogy since they don't turn off all that fast themselves, but never mind that. It takes time for the photoreceptive cell in the retinas to recharge themselves when saturated, and so they keep firing for a time even after the stimulus is removed. There are all manner of optical illusions that take advantage of this effect, you can easily find them with a Google search. Nothing at all paranormal about it, but maybe you posted here by mistake.

Your eyes readjust to being closed and the brain gets weird messeges,

Try this.....rub your eyes then close them and you will see sparkles...just a natural reaction that happens to everyone.
