ITS a) permeable to WATER only b) permeable to both ions and water.
My textbook says its permeable to ions too but to a lesser extent . Could option b be correct?

I would say (a.)

It is permeable to solutes to a lesser extent but most sources say it is 'relatively impermeable to solutes'. If you choose (b.) it would be possible to argue that it is technically correct but I think the answer they are looking for here is most likely (a).
