If you said spring and summer then there is a direct correlation to the temperature. Generally speaking, the higher the temperature the faster the rate of metabolism so the faster the seeds will germinate. Too cold or too hot will inhibit the germination of seeds. Some seeds need to be exposed to near freezing temperature to activate enzymes needed for germination.

Some seeds need to be exposed to sunlight to stimulate germination (carrots for one).
