What is the weight of this material in a 1inch by 1 inch size?
Also what is the threshold or how much weight can I force it to stretch over its limits?

Will this make a good material for kites? (I know its absurd but I got a good reason to use it as an experiment.)

Spandex is a segmented polyurethane-polyurea copolymer fiber, and I have never seen it made into fabrics by itself -- it's always blended with another fiber like polyester, cotton or nylon. There's no way to answer your weight question, because the weight will vary depending on the yarn sizes chosen and on the fabric construction. It's quite elastic, but not as strong as latex, which is what it was supposed to replace.

Naked spandex/lycra/elastane fiber has about a 440-770% elongation just before it breaks; fiber recover is in the 93-96% range at 5% elongation. Pathetic UV and heat resistance. Specific gravity of about 1

No, I probably wouldn't use it for a kite. Why do you want a stretchy factory in kites? -- typically there, you're looking for resistance.
