Sometimes it just takes ading a resistor from the output of the comparator to the + input.-Using LDR direcly control a relay is a stupid and cheap circuit design to save cost,result chattering was expected. Modify it with comparator shall easily solve it if your local India government comes up with this extra money.......
The easiest solution is to add a 5 minute timer.

The design is bad, the comparator should have hysteresis, which means the turn on and turn off are at different points, and eliminates your problem.

sounds like whatever you're using to drive the relay's "trip close" input is intermittent. Use something like a line driver to hold a constant and solid voltage on the relay.
