Add the two fractions, using (x-10)*(3x+2) as an LCM:
(2-5x)(3x+2) + 1(x-10)

Expand/Combine like terms:
6x + 4 - 15x^2 - 10x + x - 10

This can't be factored or simplified any further, so it's the answer
