to clear things up for me, if the y=3 (or some other #) would it be parallel to the x axis?

For the first one, anything parallel to the y-axis would be a vertical line, therefore making your options either A or B. Now, you say 4 units to the left, and on a number line going left technically means -4. So your answer is B.

If a line has an equation of y=? then it is a horizontal line. And because you go left/right on the x-axis and not up/down, the line will be parallel to the x-axis and perpendicular to the y-axis. Therefore your answer is A.

Yes, that's right. because, as I explained above, the x axis is horizontal and a y=? equation is a horizontal line, they are parallel. FYI, x=? equation would be parallel to the y axis.
