Are some people just naturally bad at math? I have always been bad at it. I've had great teachers who are always willing to help, and sometimes I pass with an A, but I don't retain the lessons for long. Am I just naturally bad at it?

Everyone has their favorite topic. I'm pretty good at math and physics, pretty good at chemistry and biology, hate social sciences, hate english courses. As long as you know that you don't plan on being an engineer in your future, then it's perfectly fine to be bad at something and not like it.

One thing I've learned about math is that as you progress, you go back on topics and have them refreshed for you. Maybe at times the teacher that taught you was good at teaching, but they didn't teach it in a way so that you can understand it. I hate to tell you to study hard and constantly do example problems, because I know I would hate to do that over and over to understand math.

My biggest piece of advice for you is, if you don't get it the way your teacher tells you, try something different. Go to Google and type in a guide on how to do a particular topic. You'd be surprised on how many great, different guides there are online to help you understand something. Another piece of advice I can give you is to scroll through Y! Answers mathematics questions and read responses. I'm still a high school student, and currently take AP Calculus, and I come on here very frequently and answer peoples questions, and google ones that I know that I know how to do but have forgotten. I hate to say it, but at times I feel that going online and reading a guide is much more beneficial than reading your book. Sometimes your peers have a better, simpler way than putting it than your teacher and textbook. I also feel that teachers that write guides online put plenty of thought in how they word things, so they end up being much, much better.
