It can probably be done using cameras and projection system/monitors. I doubt you could walk and see 360.
Think about a submarine using radar. It can see 360 degrees.

I have used video goggles with a video camera. While it was not 360 degree vision, I was able to see behind me using the set up. I could see around the goggles to see in front of me.

No, thats virtually impossible coz human eyes and brain are designed for a 180 degree approzx horizon vision only. He cant view 360 degree simultaneously but he can view all couple of monitors kept at one place having cameras all the round.

actually, yes...there are some people who developed visual sense thru their behind eye ... but only very few.
