Whome say: With no slippage, both blocks will accelerate at a common rate.

The maximum friction force between the blocks will be

Ff = μΝ
Ff = μM₁g

If the force is applied to M₁

The acceleration of M₂ is

a = Ff / M₂
a = μM₁g / M₂
a = μg M₁/ M₂

The maximum force without slippage is

F₁ = ma
F₁ = (M₁+ M₂)(μg M₁/ M₂)

If the force is applied to M₂

M₁ will accelerate due to the maximum friction force at

a = Ff/m
a = μM₁g / M₁
a = μg

The force applied to M₂ to accelerate both blocks at that rate is

F₂ = (M₁ + M₂)μg

so we see the maximum force applied to the upper mass is smaller than the maximum force applied to the lower mass by the ratio of M₁ / M₂
