It is a bit unusual outside of the mountains. In the case of recent, what happens is a very cold upper low moves over the area. This "cold core" low has very cold temperatures and the freezing level drops very low or even reaches the surface. As a result the snow that is produced in the clouds reaches the ground as opposed to melting before reaching the surface.
