Can anyone build a space shuttle and fly into space

If one had the money of course and the know how would it be possible or what laws would be broken ??

anybody can build a ship and send it to space. as mentioned before in the atmosphere you have air traffic laws and these must be followed to the letter. however once in space i don't think there are any laws. maybe somebody else can confirm this.

and since when did the shuttle ever fly? it's a brick.. it's projected.

There are no laws concerning this.
