its when you try to breed the physically/mentally gifted people and at the same time kill/sterilize the handicapped/retarded/genetically deformed people. well yes it is possible. its forcible evolution. genetic scientist can tamper genes causing chickens to grow longer tales etc. it would be a lengthy process and would take decades if not centuries of tampering with each descendant of the originally mutated to get effective results.

yes it could be kinda possible if you choose genes that enhances certain protein production or signal transduction pathways that affect that one strength positively
but there is no way we could do it to the point where they'd be like x-men
