This Process Goes Into The Light Energy Scrambling the Structure Of DNA...And Finally killing the Cell....Is This Biology To You? Or Bio Chemistry

It is, for lack of a better answer both. It is Biology in the sense that it is describing the effect of the radiation on cell division, leading to apoptosis. On the other hand, it also involves biochemistry (which all biology involves to some degree) in that it is about the interactions of the DNA molecules with an outside source. If your question is if the article has enough "chemistry" in it for a chemistry course, then you have to consider the focus of the article.

If the focus is on how changing the DNA strand affects DNA encoding, and how that sets off the chain for apoptosis, then, it is more along the lines of biology.

If the focus is on the radical mechanism by which the UV rays change the structure of the DNA nucleotides, their disulphide bonds, and other forces, then it should have sufficient Biochemistry to be considered for a chemistry class. Then again, most high school students would find the actual radical mechanism above their heads, and that would be more along the lines of Organic Chemistry than General Chemistry.
