If Bb and BB are blue, and bb is white then
65% = Bb or BB, then 35% = bb (1-.65)
0.35 then is your frequency for bb

If you remember your H-W equation : p^2 + 2pq + q^2 = 1, where q^2 would be your bb frequency, then:
sq root (0.35) = b = 0.59

They gave you tha p+q = 1, where q is the b allele frequency, so 1 - 0.59 = 0.41
so your B allele frequency ( or p) is 0.41
