There's a different young girl on this board every other day asking why they have small boobs or how to make them bigger. Don't worry about them, lots of guys prefer smaller breasts. Either way, people take different amounts of time to develop so don't sweat it. I dated a girl in 12th grade who had small b cups and by the end of the spring she had d cups. Some girls develop very young, some not so young, it's nothing to worry about.
