The elements on the Periodic Table are NOT ordered by any "charge issue". The elements are arranged only by their chemical and physical properties. So the charges, in their ground, or neutral states are always zero. The only way an element can have a charge, other than zero, is by either gaining or loosing an electron to another, different, element.
