i did P = [(0.8*1.1*10^-3)+(5*110*10^-3)]/2 = 0.275

Then I would say it is not in allowable Range.

The power dissipated in the transistor is the 0.8V⋅1.1mA plus the 5V⋅110mA. I don't know why you divided by two. In any case, the total power is about 551mW. Since the device is rated for 800mW, the device is operating within its power range (assuming there is no derating for ambient temperature.)
