Disregarding the half hour time zones? Are there 25? The divider line is in the Bering Straight, so say you were a foot to the left and right of this line. Would' they be the same time, just different says? For instance, 1 foot left of this line is 12pm on one day, and 1 foot right of this line is 12pm the day earlier? Or would they just say that a foot to the left is actually 11am the next day?

The International Date Line is the dividing line between one day and the next depending which side you are on. It avoids being drawn on land, so that you don't have the problem you describe.


INTERNATIONAL DATELINE

The International Date Line sits on the 180º line of longitude in the middle of the Pacific Ocean, and is the imaginary line that separates two consecutive calendar days.

It is not a perfectly straight line and has been moved slightly over the years to accommodate needs of varied countries in the Pacific Ocean. Note how it bends to include all of Kiribati in the Eastern Hemisphere.

Immediately to the left of the International Date Line the date is always one day ahead of the date (or day) immediately to the right of the International Date Line in the Western Hemisphere.

On the time and date codes shown below, note that Tonga and Samoa have the same time but are one day apart, as Samoa is in the Western Hemisphere, on the opposite side of the International Dateline from Tonga. A global Earth view is here.

As you travel further west, note that the time in Fiji is one hour earlier than Tonga. You will also notice that Hawaii, further to the east of Samoa, is one hour later in time.

So, travel east across the International Date Line results in a day, or 24 hours, being subtracted. Travel west across the International Date Line results in a day being added.

there are just 24 time zones... and in that point when you are a foot away from the line yes you will have for example 1 am morning and 11pm on the other side....in New Zealand is for example later evening 8pm and in Boston is 4am morning, add to this for your fun daylight savings and you will have in this case a variation of two hours... in Northern Hemisphere will be winter time, in Southern Hemisphere Summer time...
