There is no "world government" on Earth, and there is no city which is the capital of Earth. Such a place might come into being some hundreds of years in the future. Given present political and religious differences across the Earth, it is difficult to imagine it ever happening.

Apparently, it's New York City. Every alien from outer space, terrorist group, and monster from Japan has destroyed part of New York City. Godzilla and King Kong have come from across the world to take a New York S*h*i*t. No other city gets destroyed like New York. It has to be considered the capital of Earth.
