Andrew say: All first-world developed countries have areas that are "under-developed" or "undeveloped." The United States is the wealthiest, most-powerful country in the world, and there are still areas where people live without electricity or running water. Would you say that the United States is not a developed country because people in the Appalachians and people who live on reservations don't have the same standard of living as people who live on Park Avenue or in Beverly Hills? That's just ridiculous. The wealth is not evenly distributed in any country. There are parts of Brazil where people live in opulent beachfront mansions in the lap of luxury, there are areas where people live in crushing poverty in favelas , and there are parts of Brazil where people live in huts in the midst of the jungle, hunt for food and drink rainwater or river water. Is it as developed as it could be? Probably not. But maybe the United States ought to think about doing something about the South Side of Chicago, Detroit, Camden, Memphis, Saint Louis, Baltimore, Oakland, the Ozarks, rural Mississippi and the South Bronx. Maybe the UK should do something to raise the standard of living in Hull and Blackpool and Aston. Maybe Canada and Australia should develop the areas that they designate for First Nations people and Aborigines. Brazil's problem is not that it's under-developed or undeveloped, it's that the focus is only on those areas that are developed enough to rake in profits and income and toss the rest of the place. But that's pretty much how it is everywhere. If you could see some of the resorts in places in Southeast Asia or the Pacific or in the Caribbean you would be shocked to walk outside the gates and see how the other half lives. That's the way it's always been everywhere.
