The only part I dont understand is the |4-13| part but if it helps and the whole question is:

it is called modulus of 4-13.. means after you 4-13.. u got -9 .. the if have the modulus sign.. |-9| ... your final answer is 9.. something inside the modulus which is negative value will go positive..
