The total perimeter is 2πr = 8π.
The wedge perimeter is (60/360)*2πr = π(4)/3 = (4/3)π.
You also have to add 2r to account for the mouth, otherwise you're just finding the perimeter of a partial circle. So...
P = total perimeter - wedge perimeter + 2r
= 8π - (4/3)π + 8
= (24/4)π - (4/3)π + 8
= (20/3)π + 8 cm
