We have 2 equations

20y + 2b = 19
2y + 20b = 1

Subtract 2nd from 1st

18y - 18b = 18

Rearrange

18y = 18 + 18b

Divide by 18

y = 1 + b

A yellow chip is worth one more than a black chip.

multiply the first equation by 10 ==>
20y + 200b = 10
