Percentage who are allowed to graduate
= 0.62 + 0.45(0.38)
= 0.791
= 79.1%

The remainder is 100-62, so 45% of 38 is the number to pass on the second attempt. Just chuck any fractional people out of the sample. Hope you can work out 45% of 38. The total of the two tests will be the passing percentage.
