A small 'machine' that requires knowing the cypher (the decoding instructions) to open a box or vault.
Apparently, this was how messages were sent to agents way back around the Renaiscence. The idea was that only the person who knew the secret code could open the box (vault) without destroying the contents.
Essentially, it's a coding device.
