Three years ago, I saw the girl on the TLC, “Child in Frozen Time” about the girl never grew and stayed being a baby forever. I thought it was impossible because all people always grow and become old. I knew she was the only one person in the world who had that rare condition. I want to know how is this girl only one who never grows and becomes old?

She isn't the only one there is a 40 year old man also on that special who looks and is mentally equal to a 6 year old. Honestly I don't think there is an explanation right now, however a good hypothesis would be that they lack the ability to produce certain hormones that signal your body to grow.
