A dimension wouldn't be 3ft above us because above and below is a direction in one of the 3 spacial dimensions we already know. Another dimension would be in a totally different direction, so if there was a 4th spacial dimention it would be 90 degrees from the three dimensions we already know.

Like the other guy said, "3ft above" is a description that fits with our 3d world but that section of our 3d world 3ft above could be a part of a 4 dimensional world. As for a parallel universe, I suppose thinking about it in such 3 dimensional terms would be a misconception as well.
