re: making a life-form be "born" and grow in a test tube. It doesn't actually happen in the type of "test tube" that you are probably thinking of. I think the concept of "test tube baby" comes to us from science fiction. While, it is probably possible to do "in vitro" (in glass) fertilization of egg by sperm in a glass or plastic test tube such as one uses in chemistry class, it is normally done in a petri dish or a modern variant of a petri dish, which works better than a test tube, because the egg is more easily handled by the scientist and seen through a microscope. Then, the embryo is typically implanted in a female of the species for further development, so that it is exposed to the right environmental signals as it grows and matures. These are complex, and it would be exhausting for a scientist to try and know all of them, much less follow them in sequence along the proper timeline.

re: can anyone put their "baby" in a test tube instead of killing it when getting an abortion. When you hear of premature babies, this is what is being done. Usually, the low age limit is after the lungs are developed enough to support the baby breathing air instead of getting oxygen from the mothers blood through the placenta. The lungs develop late. Technology has been pushing the limit back to earlier and earlier points, but each stage of development of the fetus has its own complexities.

re: Creating some sort of shot that can alter someone's IQ. In the words of Ron White, "You can't fix stupid!" Someday, that concept too may fall, but I doubt that it will be just a "shot." It may be a series of implants through syringe(s) in the brain, but very likely, there will be other considerations, such as vasculature and skull size and working out how to get the implanted nerve cells to grow out and make the proper connections. Much of this is being worked on by the US military to help wounded soldiers.
But, excuse me, you said "alter someone's IQ," not enhance someone's IQ. If the purpose is to decrease IQ, common grain alcohol (Ethanol), among many other substances, will do the job just fine and yes, you can give it as a shot.
