what's the science behind that?

Most of the time it is because a tree or limb was knocked over by wind or something and it fell on the power lines causing the electricity to stop. It can also be from lightning strikes.

tree falls on power line... power line can no longer conduct electricity :p

thats one example but there are other ;)
