Well, my first reaction was "NO! By definition, they are not."
But after some consideration, I decided that since overall the total emissions are the same (the amount of carbon credits in the market is the same), then goals are being met. Where one country saves the environment, another country balances it out and exceeds its limits. However, overall, goals are being met, since countries with low carbon emissions are balancing out countries with high carbon emissions.
As to the other part of the question:
"If countries are exceeding their limits, is it fair for them to be allowed to borrow or buy carbon credits?"
That's your opinion. Do you believe in the free market?
Do you think that countries exceeding their limits should be allowed to do so, even though overall the effect on the environment is the same as if all the countries were just meeting their limits?
