0 = Impossible
0.3 = Unlikely
3/10 = Unlikely

0 - 1 are usually the values of probabilities. You can have percentages, fractions and decimals, but you never really have a number like 100.

I would say 100 because probability is usually a value between 0 and 1 which the rest are.. not too sure but i hope this helps :)
