The regular hexagon and the circle share the same center, so they have
the same 'radius'. The radius of a regular hexagon is the distance from its
center to any of its vertices, and this distance is also the same as the length
of each of its sides. Thus the perimeter will be 6*4 = 24 inches.

Note that since a regular hexagon can be divided into 6 identical equilateral
triangles, the distance from the hexagon's center to any vertex will be the
same as the length of each side of the hexagon.
