Because when the fetus failed to develop kidneys, he became unable to contribute urine as he normally regularly  would to the amniotic fluid.  The result is a diminished total amniotic fluid overall, which in many cases, alerted the obstetrician to the need to do a more complete ultrasound examination of the internal organs of the fetus.
