[f(x+h) - f(x)]/h =[ -8(x+h) + 3 - (-8x+3)]/h = (-8x - 8h + 3 + 8x - 3)/h = -8h/h = -8

The difference quotient is given by
[f(x+h) - f(x)]/h

f(x) = -8x + 3
f(x+h) = -8(x+h) + 3 = -8x - 8h + 3
f(x+h) - f(x) = (-8x - 8h + 3) - (-8x + 3) = -8h
[f(x+h) - f(x)]/h = -8h / h = -8
