Depends on the refractive index of the fibre. Say it is 1.5.

Speed of light in fibre = 3x10^8 / 1.5 = 2x10^8 m/s

Time = distance /speed = 4000 / (2x10^8) = 2x10^-5s (= 20x10^-6 = 20microseconds)
