He says he is transporting/dislocating that wire to the left at a velocity V, and that, as a consequence, an upwarsd current is created.

Is that true? Or did I misunderstand everything?

If you move a wire and that wire is located in a magnetic field then a voltage will be produced.

If the wire is looped, then the voltage will cause a current to flow.
