Yes it is possible. It would take a lot of work but there are a lot of articles in Popular Science that cover it and all the ways to work around all the problems associated with living in a place that is hostile to life.

1. There is not enough water for humans to survive. - There is water at the south polar regions in deep craters. Even if that's not enough, water could be transported over time to supply a base.

2. There is not enough oxygen for humans to survive. - See #1 above. There are chemical compounds in the lunar soil that can be decomposed to a point where oxygen could be released. There is no gaseous Oxygen, but it is there. Even if that were not the case, it could be transported to the Moon.

3. There is no sunlight on the moon. It would be dark for 365 days of the year. - This one REALLY bothered me. How do you think the Astronauts saw on the Moon? Where did all the light come from? How does the Moon shine at night? There IS sunlight on the moon. And even for the sake of argument if there was not, Full-Spectrum Lighting inside of a base covers that.

4. There is not enough gravity. - That's the only one that is a real problem. And even that can dealt with with some creative uses of amusement park equipment. Ever been on the "Gravitron"? IT's a big wheel that you stand in and it spins. When it gets to 1G pressing you to the wall, the floor drops away and leaves you hanging there. If a toy like that can create a full G of gravity (or more if spun faster), then there is nothing that would stop people from using it to get a daily dose of Gravity.

There are several reasons why humans CANNOT live on the Moon.

1. There is not enough water for humans to survive.
2. There is not enough oxygen for humans to survive.
3. There is no 24 hour cycle, therefore it is daytime for two weeks straight, then darkness for two weeks straight.
4. There is not enough gravity.
