Put simply, normality deals with the number of ions in solution that can react chemically and do something.

For example, HCl is hydrochloric acid. It dissociates into a single hydrogen ion and a single chloride ion. It's normality is the same as its molarity.

H2SO4 is sulfuric acid. It dissociates into TWO hydrogen ions. Thus it has TWICE the normality as its molarity.

The neutralization equivalent is the molecular weight of base needed to neutralize the acid. You would need TWICE as much base to neutralize sulfuric acid as you would hydrochloric acid.
